DCW Chairperson Swati Maliwal on Saturday met President Ram Nath Kovind and briefed him on issues related to women safety and the growing menace of illegal drugs and liquor being sold in the capital, a statement said.

The DCW chief requested the President to help the commission secure its demands from the Central government, according to the statement.

“Firstly, a High-Level Committee should be created in Delhi consisting of Union Home Minister (Rajnath Singh), Delhi Chief Minister (Arvind Kejriwal), Lt Governor (Anil Baijal), Police Commissioner and DCW.

“This committee should meet at least two times every month and take decisive steps to improve women safety in the Capital and crack on the illegal sale of liquor and drugs,” she said.

“….criminals are not scared of police in Delhi. This situation needs to be changed,” she added.

Noting that, on an average, six rapes happen in the capital every day and girls as young as 11 months are being brutalised, the DCW chief also demanded that a strong law should be passed in the country to deter rape of children.

“Like the law recently passed in Madhya Pradesh, a law should be passed by the Parliament for the country which should ensure rapists of children are accorded death penalty,” she said, adding the the state law lacked adequate deterrence as it did not ensure death penalty within six months.

Maliwal said that she informed the President that drugs and liquor are being sold openly in houses in Delhi and that DCW conducted several raids and has managed to catch various offenders from their houses in various areas.

“Through DCW efforts, hundreds of bottles of liquor have been confiscated…women and girls of Delhi are the ultimate sufferers of this racket as this is leading to increased crime in the area.

“It is unfortunate that such large-scale racket is being run in the know-how of police,” she said.

The statement said that after a raid in Narela area of north Delhi where 350 bottles of illegal liquor were seized from a house, a local volunteer who provided information to DCW in the matter was brutally assaulted by the liquor mafia and paraded naked in broad daylight.
